Not in all cases. Remember that many skinny people have serious blood pressure problems also. Certainly body weight, diet, and exercise reduce your chance of hypertension, but sometimes medication is the only answer.

It is UNtrue in about 95% of the cases.
In fact IF you employ a fad diet to lose weight in a hurry, it's very likely you'll lose muscle, water weight, and necessary electrolytes and increase your blood pressure as well as your body fat percentage and make yourself feel terribly weak.
Never think about losing weight. Acting upon that counterproductive thought is one of the unhealthiest things you can do. Instead A. seek fitness with regular exercise B. seek to build muscle (each pound of which metabolizes six pounds of fat per year by the way) c. seek to convert fat to muscle d. trust what you body tells you e. trust what your tape measure tells you f. eat a low fat, almost greaseless diet with whole grains, fruit and vegetables accounting for 85-92% of your diet daily g. live long and prosper

Losing weight decreases blood pressure. If your weight becomes normal for your height/weight/built/ gender/race,and if you are free from other factors like alcohol/smoking/tension,your blood pressure becomes normal.
