I took vitamin D with fish and primrose oil and potasium, and had the worst case of high blood pressure ever. I thought my head was about to explode!
I don’t know what you mean by explode, did you have a headache? How do you know you’re blood pressure was high? Go to a place like a drug store or your doctor to get your blood pressure checked before assuming that you have high blood pressure.
Here are few ways to bring it down.
Lay off the salt, these vitamins unless they are salt base which I doubt they are won’t cause your blood pressure to raise. But eating salty foods and a few other factors will. Read the link below.

High dose of vitamin D can cause hypercalcemia (30).
Rare: Dry mouth, metallic taste, nausea/vomiting, constipation, diarrhea. Toxicity associated with long-term and high-dose use includes: polydipsia, depression, headache, drowsiness, weakness, calcium and bone loss, hypercalcemia, and metastatic calcification of soft tissues in kidney, heart, blood vessels, and lung (35).

Potassium is usually given when to person with high blood pressure to counter-balance sodium ,which is known to increase blood pressure by increasing the water content of body tissue.
Vitamin D is very important. I am not sure why you take Evening Primrose Oil. I take it for my own reasons. Check the site given to read about it.
Do you take a daily walk and / or practice relaxation exercises? That could help, but it takes time.
